That is basically what J Michael Straczynski wrote years ago in posts on the Babylon 5 Usenet group. Essentially he pitched the idea to Paramount, but not necessarily as a Trek series. They said they would pass on it, but once it came out that he had found a studio to do the series at, shortly afterwards Paramount announced DS9. Paramount execs had been shown the show bible as part of the pitch, there are a number of elements they appeared to have borrowed for DS9.
Yes, indeed! And DS9 was only possible because Roddenberry had just passed away - he was adamantly against a Star Trek series based on a space station.
