I recently had to face this issue. I have 2 tanks that get refilled from the local propane dealer (Blue Flame in Houston) I had a tank they refused to refill because it needed to be recertified. Went to home depot because Amerigas said on the Home Depot web site "We take any tank, no matter the condition". The swap costs $15.97. At Blue Flame the refill was $15 for a 20# tank--always starting with empty tanks. Lots of places apparently do refills now: Tractor Supply, some Costcos, U-Hauls, some Ace hardwares, etc
I had to dispose of one too--had to drop off at a government recycle. The metal recycle would not take the tank unless a hole had been cut into the tank.
