Same in most every state, if not all states.
Apparently not in my state.

Tennessee’s law prohibits texting only while a driver's vehicle is actually in motion. I've seen many a folk texting sitting in traffic or at a stop light.

Also:

Tennessee law prohibits using a cellphone or wireless electronic device to send or read a text message while driving. However, there’s an exception for drivers who are at least age years of age and use a hands-free device to send or receive a text message.

Not sure what age is listed as it appears to have been left out or something.
