burning from Finder

I downloaded a .dmg file from a website in order to burn a CD of it for backup purposes. However, Burn Disc wasn't available from the Finder or from Disk Utility until I double-clicked and mounted the image on the desktop. Is that the way it's always been and does that makes sense? I guess I don't "get" the .dmg thing after all.
