Not a "mass shooting" by whose definition? There is no officially recognized definition of a mass shooting, the closest is the FBI's definition of a "mass murder" being where 4 or more persons are killed during a single event. There are many unofficial definitions for "mass shooting" that would make this a mass shooting, many include injured along with the dead. IN this case 3 killed, 2 injured plus the responsible party killed by the police.
Now there is a legally defined term of "mass killing". That was defined in the Investigative Assistance for Violent Crimes Act of 2012 as being where 3 or more persons were killed besides the perpetrator. By the language of that law this is definitely a mass killing.
