I seriously doubt calling the Post Office would get you anything, in this instance.
You could file a claim at your local PO but they'd send it on to the seller who'd then do the actual filing.
Contacting eBay is your best bet, so good that you did that.
Personally, I would have waited a few more days, maybe 30 before doing anything else, unless the seller felt slim-shady to you. I don't know if he met that criteria or not.
Sure he is responsible to get the item to you, but any shipper can screw up a delivery. I had a FedEx issue that ended with a refund, not my first choice, but ultimately acceptable.
