Best way to test/comparo equivalent rated power banks?

Let's say I want to compare a few equivalent and similar rated power banks we use for our phones and tablets....

Unlike w/ UPS's where we plug in a light bulb, and let'r rip for as long as she glows... what's the true equivalent test for a cellphone oriented power bank? Bear in mind that we may not be able to compare oranges w/ oranges.... there are gonna be slight differences in output ratings.... one might have 2.0A port, the next might be 2.1A, and then 2.4A. I'm thinking that to be fair, whatever the drawing device is, it oughta be self-limiting to the lowest common denominator; so in the prior illustration, that should be 2.0A across the board, y/n? Next guess is a kill-a-watt, or similar oughta be used to ensure the power draw for the tests remains constant, y/n?

I'm trying to rank the power banks, so that I know pretty much exactly what Mrs. Buzz has in use, so that when she, um, er, expresses a modicum of dissatisfaction (nags the cr@p outa me), I can in good conscience tell her she really has used up more power than she thinks she has. Before she started (literally) power-using, she would complain about the size/weight of the power banks she used. Now that she's been bangin' heavily on bigger/heavier power banks, the complaints have shifted to the timeliness of her mass consumption. Hence, proper testing protocol is needed so I can respond from a position of knowledge.

Thanks for any/all testing ideas.

FWIW, we'll be comparing LiP and LiI power banks, wherein a 26800mah rated LiP is smaller/lighter than a 20000mah rated LiI, etc.. We have an older 12000mah rated, early LiP, that kicks the butt of a 13000mah rated LiI, and I'd like to know the "why's" of stuff like that. Also, is there a utility/app that can be used on Mac OS, iOS, and/or Android, that can *accurately* measure power bank cycles and health?.... kinda like Coconut Battery, only for power banks?
