Many/most charities and donation sites refuse baby car seats. Too much liability. Trade-in the car seat at Walmart to be recycled for the $30 GC and donate the card to a struggling family if you wish. Way easier. Same warm and fuzzy feeling.

Sorry - you're right, a lot of charities don't take car seats because of liability concerns. That's one of the reasons many local fire departments accept donations, because they are qualified to vet donations as safe or fit for recycling.
Where I live, a family in need would get a lot more mileage (ha, ha!) out of a donated car seat than from a donated gift card, given the cost of a new car seat.
