You would have to focus an awful lot of RF to make somebody feel it, although I suppose local heating in the inner ear would lead to problems. RF can be focused but there is always going to be some spill. Perhaps (assuming there is any truth to these suppositions) the country behind this action doesn't worry so much about its actors. Also, somebody could presumably set up a transmitter which would be controlled remotely or on a timer, and pointed at one target.
