There's your answer. That tells me if they know they can do it and could if they really wanted to but choose not to do so. I didn't factor cost into the equation because for some, it doesn't matter. If they want something enough, they'll pay for it. The iPad Mini has always had a bad cost/performance ratio. It's a niche product in comparison to other iPads. For me, it's always been worth the bucks because other iPads are too large. The last iPad I had that wasn't a Mini was Apple's so-called "New" iPad back in 2013/2014. Even then, the iPad Mini couldn't replace my iPhone for the same reasons I still have a separate phone and iPad now.
