Dumb question: doesn't Russia have satellite TV?
#6
Spending a couple minutes scanning 'street view" of Russian suburbs, there are no dishes on either large apartment buildings or detached homes. Satellite TV is more difficult to get above 52 °N, which is a lot of the country.

The most independent news channel had all the staff walk out and the last thing broadcast was the Swan Lake ballet, the last show before the dissolution of the USSR. Netflix had about 1 million customers, less than 1% of the general population (the upper 1%?).
