What rest of the world do you refer to? Most of Europe uses DST, and a number of countries in the Southern hemisphere use DST for their Summer. There are some countries that have never used DST, most of them are along the Equator and don't have the large seasonal differences in length of daylight.
I used to correspond frequently with people based on Japan, and they didn't understand our predilection for changing times twice per year.
So, based on contact with one country then, not the rest of the world. Japan did follow DST for several years from 1948 to 1951. Occupied Japan?
The people I dealt with were an Aussie, two Japanese amd a Brit (I think). None seemed familiar with changing times twice per year.
