NATO should get as many facts as it can and publicly lay as much of the information they find as they can without harming security. If the facts lead to Russia, then there should more sanctions and warnings not to do it again because things will escalate. If the facts lead to Russia not having done it then, okay about this then. If the facts don't lead to a firm conclusion, then we need to get more facts if we can. It could easily take a fair bit to ferret it out.
