AP-Judge says Michael Flynn must testify in Ga. election probe

I'm trying to figure out why a County Judge was ruling on the case. In Florida, County Judges are the ones who handle misdemeanors, traffic, and small claims. In short - they rule on County matters, not state or regional cases.
