I replaced the seat washer but the faucet still drips.

Search Amazon "Seater tool"

That is for smoothing the seat in older style, non-cartridge valves. Those have the seat as part of the valve body, and it can be smoothed. Valves with cartridges use a replaceable seat that has an o-ring surface for the bottom of the cartridge to seal against.
