Unless you're using a VPN, the result is what's being blocked.

If you're using a hotspot for Internet, you should be aware that many IP addresses associated with hotspots are on blacklists from previous abuse. If you are occasionally prompted by Google to verify that you're human by solving a captcha, that's a dead-giveaway that your IP has been misused in the past.

You may be able to snag a new IP address by turning off the hotspot (T-Mobile router) for about 10 minutes and then powering it back up.

Hard to solve a "slowness" problem without hands-on.

To begin with, you can check the Activity Monitor app, sort by CPU activity by clicking at the top of the "CPU" column, and make sure that the "View" menu has a checkmark next to "All Processes." Whatever's eating the most CPU when your Mac stalls, that's probably the culprit.

...I find that most long stalls are from a messed up mdworker (Spotlight) database, unless antivirus software is installed. AV software is the next most likely culprit.
