If he hadn't pardoned him -- and note that the pardon is very broadly worded -- then 45's corrupt appointees would have certainly gone after him with bogus charges and pursued him to his grave.
They still might. Trump has no regard for the law and holds deep grudges. Would not put it past him to have his people dredge up some failure-to-signal-when-making-a-turn charge from 20 years ago and turn it into a death-penalty case.
