It looks like it's not giving you the setup drill for an unknown keyboard.
That's exactly what it tried to do, and I get this screen every once in a while. Maybe when I leave the Mac unplugged for a long time, or maybe when I change the USB port. I am not sure what triggers it. But it behaves like I need to teach the Mac what keyboard this is. You know, press the control to the left side of the keyboard, then the shift on the right side, etc.
I cancelled, restarted and it didn't complain.
