I will say, around here at least, theft is a massive issue. The drugstore chain nearest to me generally has half empty shelves. Why? Because people roll suitcases in on a near daily basis, clear out entire shelves, then roll out. The city decided not to prosecute anyone unless they were stealing more than $10k worth of goods per day. Because of this, the police we instructed not to respond since no prosecution will occur. It's gone on for years.
Right. Theft is a problem. People steal. Junkies junkie. But that's everywhere. Not just key "political" cities.
