It sounds like she's comfortable around you, but very particular about the interactions she will tolerate. She very well might be adoptable by someone who understands cats and is tolerant of their individual idiosyncrasies. A friend of mine has two cats she acquired as young kittens, and each one has specific and different preferences about being picked up and by who, and where they prefer to be skritched. Neither one enjoys being picked up much, but they will sometimes crawl on top of sleeping people in the middle of the night, as long as they think it's THEIR idea.
Has porch kitty been examined by a vet? Sometimes areas of sensitivity can be the result of physical problems that can be treated. Another friend of mine had a rescue cat who would try to eat the face off of anyone who touched her. And yet, she would sit in the middle of the room whenever there was company. Eventually the vet found a persistent sore in the middle of the cat's back. Once the sore was treated, the cat transformed into a total lovebug.
Nevertheless you would probably need to find someone to adopt her yourself.
