It seems like most TV broadcasts have a slight delay (i.e. 2 seconds). If you have a DVR, that'll add another couple of seconds. Never trust your "live" TV to actually be "live", so I doubt you could actually make money on bets.
It's incredibly annoying at Dodgers games in stadium. They have a truly live feed that they show on select monitors, but most are just showing the Spectrum SportsNet feed which is delayed a few seconds. So you'll here the crowd erupt and then you get to see the play on the monitor (at least it gives you a heads up if you're waiting in line at concessions and aren't paying attention!).
