Your speed tests should be made on the closest reliable site you can find. They will be the fastest because there are fewer points between you and that site to slow down performance.
That doesn't mean you will get that rate downloading from a site in Australia or Europe, as that rate will depend on the internet load at the time. The greater the distance between you and the download point, the more likely the lower your download rate. The greater the distance, the greater the chance of more users on that pipeline.
Your speeds are quite good. I have Comcast, and that is slightly better than what I got at that price tier. You probably won't get any sympathy from Comcast with that info. Try another tack.
