Table salt contains sodium chloride, plus often has some additives to make it flow better and iodine. Sea salt contains a number of salts other than sodium chloride, including magnesium, calcium, potassium, and sulfate salts. The only reason the neti pot instructions specify sea salt is because they don't want you snorting iodine or other additives up your nose...it has nothing to do with sea salt being better. You can buy uniodized table salt that is pure sodium chloride. Just look on the label to ensure that there aren't any other ingredients.
