Where to buy OS 9.1 install CD?

If you can't find a System 9 disk to buy, I think you could copy the system folder from your present drive onto an external drive, "bless" the system folder on the copy by dragging the system icon out of the folder and then putting back in, then booting off the copy on the external drive and reformatting the internal drive on the computer. You could then copy the system off the external drive back to the internal drive - possibly going through the extensions, controls and preferences and removing items you are sure you don't need or want. Of course, this does depend on having an external drive you can connect to the computer (the 20th Century's were pre-usb I imagine, so that would involve probably a SCSI drive). There is a way of making a bootable CD with a copy of your present system on it and do essentially the same thing, but IIRC it isn't exactly straightforward and may require something like an old copy of Toast.
