I just did this myself a week or two ago... I don't routinely send to Canada, so it was a new experience for me.
It went perfectly fine, so unless they've changed something in the last week or two, I don't think it's a problem. What browser are you using? I'm using Camino, version 1.0.1; CamiTools installed, User Agent typically set to Firefox 1.5 (Mac) or IE 7.0beta (Windows Vista)...
Also, check your desktop for a PDF download? Maybe it stuck it there...
Also, I don't think you should be getting charged for anything unless you hit the "yes" button when it asked if the label successfully printed; at least, that's my experience.
