Is Windows inherently more vulnerable to malware attacks than OS X?

The biggest problem with Windows is that they put backwards compatibility ahead of everything else. I have not doubt that if they put all of their software engineers into a room and said fix Windows...no holds barred...they could do it in short order. But their hands are tied by the backwards compatibility issue.
