Late model Olds rally wheels. Good eye BGR.
The early Olds rally wheels had the center caps held on from the back by some small screws. The caps wouldn't get lost or were easily stolen. Later model wheels had the center caps held on by spring clips. Those are missing the holes for the center caps. Small possibility they are from an early 80s Chevy Malibu, as Chevy had a very similar wheel to the late model Olds wheel in the '78-83 time frame. The black around the cut-outs is actually primer. They originally had some stainless steel trim pieces surrounding the holes, with clips that were bent around behind the backside to hold them on.
If it is really important, I can look it up in a book I have later today. I believe it has line drawings of many of the GM wheels.
Almost all early 70s Mopars came stock with Carter AVS 4 bbls AFAIK. Some of the HiPo models used Holleys though (magnum motors or 6 packs). Holley replacement carb to replace an AVS is a possibility though.
0043 may be a date code for 43rd week of 1970.
