I don't have anything against Starbucks since they are my local, hometown coffee shop 
This doesn't go against any company policies that I'm aware of. Being able to order a drink so customized with "room" is promoted by them. They typically have a sign up suggesting you order a customized drink if you want. And they typically ask if you want "room" on some drinks.
There have never been any rules as to how much of a condiment a customer can use. Typically they're only available to customers.
No theft is taking place with this.
