They "prescreen"?

How is that different from just screening the person?
they are cleared in advance, so if they go to an adoption event, or to the shelter, they can fill out paperwork for all of 3 miunutes, and go home with their new friend.

Typically they are interviewed for a while (can be up to 15-20 minutes, but always in person), and then the interviewer makes a judgement call as to whether the prospective new parent is a good candidate to be an adopter. Locally, the screener can be overruled by the animal shelter, but I think it has only happened once in the past decade.

I am qualified to do screening for our local shelter, so I know how it typically is done.

Shelters and adoption agencies almost never adopt out black cats in October for example, but if you are prescreened, and did it, say in July, you are allowed to. Same with rabbits just before Easter.
