The Taser is designed to be a non-lethal weapon. It would not be used (and should not be used) in place of deadly force when deadly force in needed.
If it's the only thing you have, it's better than nothing.
But if you use 20rnds when a Taser would have been appropriate, you have bigger problems.
Excluding drive-by shootings, most gunfights have and do take place in 7-10'.
THAT's too close for comfort, but that's what we get to work with.
if you are in a situation where you need to swap out the magazine, you are royally screwed.
It's all a situation. Most of us will never have to be referred to as "all rounds expended".
