reminds me of the following saying: Adding programmers to a late product only makes it later.
The best thing MS could do is to literally start from scratch like Apple did. Build a whole new operating system that incorporates a "Classic" mode to run older software. Then they could wean those people off of the classic mode over time, until there were no signs of it left. I think Vista was actually supposed to be like this, but they chickened out.
