While the iPhone wouldn't be a universal system, if unlocked and sold separately, it at least could run on any GSM-based network, like Cingular, T-Mobile. Most all of Europe uses GSM, there people buy the phone at any store and get the SIM card, that is tied to the provider, separately.
Two year exclusivity is an awfully long time in current technology lifespans.
