I just did an ebay search for iBook G4s at 800Mhz (and various naming differences to account for spellings)
I found 15 iBooks that were complete and working.
5 of them went for above $450 (the ones that did, didn't go much higher).
Most of them sold for $400-ish.
The two that didn't sell were not your cousin. So, that tells me he either listed farther back than the completed auctions window, or that he didn't list it properly. (ie, bad title).
Reserves suck for pricing. I'd estimate about a 20% price hit if you use a high reserve.
If he wants it to sell, get a nice title together and list it as a BIN (if his account privileges permit it)

Then clean up the listing details. If he doesn't know HTML, he should at least use

Get at least 4 GOOD pictures. Clear, nicely composed, no background clutter, try to get a background that is a single color. Show the iBook while ON! On battery even better. Maybe a nice shot showing battery life.
