Western Union wire transfer or whatever you prefer to call it is absolutely zero risk to recepient. You go to your local grocery store or whatever, fill out a short form, get a check, and usually cash the check at the same time. How can that be a scam.
Most people don't know what they are talking about. Like those who say that USPS is safer because they will enforce mail fraud. They won't do anything except take your money and wait for retirement.
