Let's make this a little simpler...

Add just enough gravel to cover the bottom, fill it with either filtered water or water that has been treated for chlorine.
Wait a day, confirm that the water temperature is stable in the mid-to-upper 70's F and add this product to the water. No other biological filter agent actually works. (You may have to call a few pet stores to find it):

Wait another day and add a few small minnows to get that biological filter working.
Test for ammonia, nitrates and nitrites daily. When ammonia and nitrites test at zero and nitrates are low or undetectable, you can add more fish.
Dip test kits are fine for a beginner.
