I would think there are taxicab laws/regs that vary from state to state

I'm sure there are variable rules and regs from state to state, but this guy negotiated this particular transaction in New York, under their rules. Now, once he gets to Arizona, if he decides to try and find a fare who wants to go back to New York via cab, he might get in trouble, since he's not licensed to do business there.

I wonder if there's a market for this?!
