How about a model number? It could be as slow as PC2700 or as fast as PC2-4200. A 2.6 GHz Celeron would likely be a P4 based processor from mid-2006 and I would guess PC3200.
Has he already installed Vista and what is his motivation? I would not recommend anybody upgrade to it for at least another 4 months, or whenever the first Service Pack comes out.
