How do you deal with an "employee" who never returns your calls?

of course, she is not my direct employee, but I pay rent, and the landlord pays a monthly condo association fee and she gets paid from those money. So one way or another, part of her pay comes from me.

I called her about 10 times over the past 3 weeks to ask a simple question, if she will mail or not the pool passes for 2008, the pool opens this weekend and I still don't have the pool pass for 2008. I even managed to get a hold of her once (after I spoke to her boss) and she said she will call me the next day... did not.

So tomorrow I am going to call the landlord (he was out of the country for a few weeks) and complain, but I don't know what else to do. This lady from the maintenance company is completely useless. I can't understand how come she's not fired yet.
