1) WWDC is weeks away. Don't know what Apple will show off, but Intel just reduced the price of most of it's Xeon processors. The last MP bump wasn't really a bump as much as an addition. If it were me I'd probably sweat it out until then just incase there is a bump or even a new logic board.
2) As for windows depends on how you want to use it. For non-intensive tasks Parallels is fantastic. But if you need to use it as a real PC then Boot Camp. Luckily you can use both (but obviously not at the same time) with one Windows license. Stick with Win XP or Vista Basic (essentially Win XP). You should be able to find Parallels for around $59 on sale.
