I haven' t used Photo to Movie lately, but...
If I recall, one thing Photo to Movie allows you to do (that FM doesn't) are some more complex movements, like paths for the effect to follow, such as zooming from here to here to here and back out, all within one photo.
I researched it briefly a long time ago, and that program got good reviews too and supposedly produced very high quality video.
FotoMagico is super-easy and nicely built, so probably wins on the interface front. Photo to Movie may be more powerful, I don't know. FM has been included in some of those big shareware bundles lately. That's how I registered it.
