The cones generally only need re-foaming if the foam is starting to flake, crumble, or get brittle. Take the grill off and put a sheet of white paper under the speaker, then gently rub and pinch the foam surround. If it does not spring black, it is getting close. It is past time if anything flakes off.

The old CV speakers had a good reputation for loud R&R. Not so much for classical. They were usually much more efficient/sensitive than average. If you can give me the exact year you bought them, I might be able to look up the original list price. You can look it up yourself if you have a library near you with a comprehensive microfiche file. The October issue of Audio magazine had a list of most products from every major manufacturer. Just go to the year before you bought them and look in the Speaker section.
