Do bulk packaged hard drives come with data cables?

Do you mean OEM bare drives as opposed to retail boxed drives?
The OEM drives I've purchased from places like zipzoomfly and newegg
come in an anti-static bag wrapped up in bubblewrap, with no cables
included.
