In Leopard, you may already know that turning FTP on is controlled through System Preferences -> Sharing -> File Sharing.
User permissions are limited in the same ways any other file sharing protocol would be. If you want someone to leave you a file in your User Account, they would need to go to your Public Folder -> Drop Box.
