When I worked in the bakery of a grocery store, I decorated cakes, we were told to "sing" happy birthday 2x to make sure we were washing for long enough, no mention of using the towels to open the door or turn off the water. Good thing too, since about 50% of the time there were no towels in the bathroom. Luckily the bakery also had a sink in it so I'd wash my hands again in the bakery before starting work.
In public restrooms I prefer paper towels as usually the dryers don't dry my hands well enough. Of course at home I use cloth towels to dry my hands.
