Well actually it guarantee's (or at least improves) SAFE unimpeded travel. If you try driving in England and other European countries where it is illegal both to block traffic in the passing lane and to pass on the right, the motorways/autostrada etc. as a result feel MUCH safer to drive on than chaotic american freeways where there is no order at all. These laws are designed for safety, not convenience. Convenience is simply a byproduct.
