I've had the same problem for over a year. I think rats chewed a hole in the bottom. The neighbors who use it don't use garbage bags, so the trash just comes out the bottom.
I made about 1,000 calls to my alderman, 311 (the Chicago reporting line), and directly to streets and sanitation for my ward. I painted "remove" largely on every side.
I got a tip that the universal sign that a bin needs to be removed is to turn it upside-down. It took a few weeks until I caught it empty enough to do so.
Shortly thereafter thug gang leader overgrown schoolyard bully sociopath bouncer "I own this alley" BUXTEMHALTER neighbor approached me one day and smugly said "you're going about it the wrong way, I took care of it". Apparently he had turned it back right-side up; the implication was that he made a phone call (as if I hadn't thought of that). I didn't press for details of what "took care of it" meant. You don't argue with this guy.
It's still there. At least I've been able to revel in the fact that for the last 6 months said neighbor looks like a fool.
