That isn't anything new to the iPhone. That goes for every storage device ever made. A basic format doesn't "erase" anything. It just removes the links to the files. You have to do a full format that writes over the info multiple times to erase it completely. The headline is very misleading and makes you believe that Apple didn't clear them at all. Apple did what any other company does, a quick format. If you want more than that, you should have done it before you turned it in.
