How do you deal with an "employee" who never returns your calls?

In my condo association renters can NOT get pool keys without written permission from the condo owner. The HOA you reside in may have similar rules.

I'm not saying that's an excuse for her to not call you back, she should at least let you know that you need the owner's written permission or they have to pick it up themselves and send it to you.
