This is Not a Slam, but you really don't have the technical expertise to even call the "Know Less Than Nothing" first level support and discuss this.
I have friends that have thirty year expertise knowledge in this area and they hang up exasperated after talking with their provider.
I gave up, I went with OpenDNS, free and fast.
Someday when you have about two hours we can discuss the SandVine story!!
Took me two years of digging to discover that dirty secret!!
