Many people will ignore the 90-day rule and wait until their out-of-state plates are ready to expire before registering their car in their new state. Most states will make you pay the local sales tax on the car when your register it in your new state, regardless of whether you paid sales tax in the state you just left. It's a real ripoff. There also might be differing insurance rules. For instance years ago there used to be a whole lot of Maine license plates in Maryland because Maine didn't require auto insurance to register a car. I think that has since changed. I don't know what the rules and laws are in NM and Wash.
